Marcel Simard was born in St. Paul L'Hermite, Quebec. He joined the Canadian Forces (C.F.) on 27 Apr 1977, completing basic training at CFB St Jean . His initial trades training was an a Radar Plotter 275 and in the early 80s he was MORPED to Naval Combat Information Operators 271 (NCI Op). Marcel retired in Dec 1999 as a Master Seaman and then joined the  Cadet Instructor Cadre (CIC) serving from 2012 to 2014. He was a founding officer of RCSCC Wolf 356 in Mount Uniacke.
