According to the RCN Ledger sheets, Francis was born on 16 Jun 1917 in Glasgow, Scotland. When HMCS Margaree was sunk, Able Seaman Millan was initially reported as one of her casualties, however, his wife later received a telegram advising her that her husband had not sailed with the ship and was ashore in England, alive and well.
A copy of the Crow's Nest magazine for Nov 1954 lists a PO Francis Millan on The Petty Officer Leadership course No. 52 at HMCS Cornwallis.
